It wasn't midnight anywhere in the world when he posted that.

0747 hours GMT = 2047 hours Nuku'alofa time (GMT +1300), the latest timezone on earth.

What point marks the solar new year? Like, is there a marker we run by that clicks every time we hit it?

12:00:00 AM 1/1/* is the new year.

Seconds are now defined by the oscillation of the cesium (or was it changed?) atom.

Meh, it's still the solar calendar. A year is defined as the time it takes the Earth to make a complete revolution around the Sun.
