I started work on a brand new map, and I set some Display Texts and some Comments. Nowhere NEAR 1024, but they are switching places just the same.

It's possible that you somehow accidentally lowered the string limit with StarForge. Try going into StarForge and increasing the string limit, and see if that helps. I've heard of it happening before...

How exactly would I raise the string limit with StarForge? I can't find it. I'm rather new to StarForge, so any help is appreciated.

Your map skill is advanced, so we should assume you already know this. An advanced map maker would know how to use Starforge well.
