Staredit Network -> Computers and Technical -> Creating SMF/PhpBB skin?

I'm making a website, of course, and at the moment I'm using SMF for variety (though as the site isn't open yet I could change to PHPBB again), and I need to learn how to make a skin -_-. Exactly what is needed? Simply editing CSS file for basic editing, but how can you move around where the 'profile' button is, etc.?

there is a bunch of codes for pages. such as:
{L_Username} go to phpbb.com and go to styles and look for like the 4 one down
