It depends, rich or Bill Gates rich? If I was rich, I would buy a house, since that's the most I could probably get in California. If I was Bill Gates rich though, I would get myself a dream home, car, location, etc; and find a way to preserve my wealthiness.

I do not think it is very possable to just walk up to some country leader and say "I am interested in purchasing this fine country you have." and have them agree to it.
