I'll just like to point out two things:

It's not old CSS code. Firefox supports standard CSS almost fully. The glow comes from Microsoft proprietary code. MS does this type of thing a lot... if you load up Visual C++ and code in that, you can take of advantage of some extra features microsoft throws in. While I heard those features are sometimes nice and useful, it kills portability. It's pretty much Microsofts way of trying to control the market... they dish out extra features so, in this case, other browsers appear to be lacking.
While such things as glow could be eventually admited to standard CSS, it generally takes a bit of time.
