Let's start out with the good news. The links area in the top of the page is a fixed location. I like that. That way, readers can still access the areas of your page as well read the other content.

Now for the bad news. The Links page isn't finished yet. Also, I don't think it is a good idea for you to put the Administrator Control Panel for just "random" people to just look at your site, like me. You should make a PHP script that is for people that are only Admins to access the cpanel.

Other wise, very nice job! 7/10

The bad stuff is: Are those question marks I see by the links in the navigation? Or did you accidentally put queestion marks instead of ">"?

Anyways, I liked your site.

Cut off at the bottom? I used percents so that it's not tied to one resolution.
I cant think of a better place to put the admin cp. Its password protected anyway.

Percents are all different depending on screen size, but the text size is the same.
I am on a small screen, so I have to click and drag the screen to get to the links at the bottom. If you set the text to a specific size in pixels, then you give it an exact height, it will always look good for all browsers and people (at least it shouls).

Your website is very basic and plain. Theirs not a whole lot to see.
Your news post is kinda clustered all together. You need to put some more space in between each one of them.

IE was screwing up my website because I had to color code then a linebreak then the end quote. It's fixed now.
