You don't have to. Find an electronic copy, click Ctrl+A, Ctrl+C, open a word document and click Ctrl+V, and then go under tools to word count.

I believe it was 1337 words before the signatures, but all electronic copies have the signatures.

I tried to make a program to parse the Beale ciphers and I discovered there's isn't a consistent "official" copy of the Declaration easily found online...
