I know, I know. This problem has popped up tons of times, on practically random cases, but I'd like to know if there is a definate fix for this, or to finally get one.
I have every file to make the .mpq, .mgd, .mgp, etc. and have followed to steps of every tutorial I have come across precisely, sometimes doing the whole tutorial a few times.

My problem directly is.. when I double-click the 'civbuild.exe' that is created when saving the release, my computer thinks for a second, and then nothing happens. I've used a program called MGtest.exe to test if my Starcraft was registered correctly, and it is.
I have the patch_rt.mpq set to civ.mpq in the memgraft Misc. tab, and have the altered patch_rt.mpq renamed to civ.mpq, with the custom\mgpatch.mgd in it, in my Starcraft directory.
I have tried opening the exe in and outside of the Starcraft directory, and the result is the same. I have patched to the correct up[down]grade of Starcraft, and use the most up to date memgraft I can find [1.13e].
The only things I think might be the problem is possibly a missing/unregistered file (unlikely) that comes with a program I don't have, or I'm just completely missing, or ruining a crucial step.

are you sure you have the
same version of starcraft as memgraft is? 1.13e can be alot differant then 1.13d

I'm quite sure I have it correct. No error message, no anything.
Try making the actual mod in StarGraft, then patching it up to the current version with MemGraft afterward. I've found that this is usually more reliable.
It might help, but I'm seriously not sure about how to use TblPad, StarGraft, and DatEdit all in one mod. :S
Just save your StarGraft .pat and use the Import .pat feature in MemGraft.
DatEdit's .dat files go under arr\ and TBLs usually go under rez\ .
No memgraft mods run on my computer. I try and import my .pat data, even after turning into a memgraft exe, I can't run it.
What version of Windows do you have?

Make sure that StarCraft is in the same directory as it was installed in (ie if you installed it into C:\Program\StarCraft\ you can't move it to C:\Program\Games\StarCraft. If you did move it, you need to change your registry).
Hello. Novie is my brother. I am having the same problem as him. When i double click the memgraft EXE, Nothing happens. Even with field command/SoK/SC: R2, The MPQ was in the directory, And i tried to run the EXE, Still no program. Could anyone here have a solution?

I think that might be my problem... Does MemGraft have to be in your SC folder?

No, Memgraft does not have to be in your SC directory.
im not sure if i got the problem but you have to change the path of patch_rt.mpq to (i.e. Ojan.mpq)
you have to save release as ojan.mgd and ojan.exe make a copy of patch_rt.mpq and get ojan.mgd in it under the extention "custom\" rename it to mgpatch.mgd and run the ojan.exe...if you did that i don't know what loading problem is then... and no memgraft doesn't have to be in sc directory but the files such as the copy of the patch_rt the mgpatch.mgd and the mgpatch.exe they do have to be in the sc directory
open up regedit and go to HKEY_LOCAL_MACHINE then Software then Blizzard Entertainment and then Starcraft, and tell me what it says for InstallPath.
C:\Program Files\Starcraft <- InstallPath

I did find something a little interesting. I used memgraft beta to change the pat I made from Stargraft to use the same civbuild.mpq the memgraft exe was supposed to do, but got the same results.
