I really do think that IP's Announcement should be placed in the FAQ forum, be it as a new thread or a new post to a currently existing thread.
Announcements don't last forever, this means that once it is gone, people will start biznatching about how those new rules aren't written in any place. And besides, Announcements look ugly, it's best to have them there for short periods of time, but let's keep those rule changes in FAQ.

It's meant to be displayed for a short time... and it's rather effective at doing so. Not everyone reads the portal or faq rules. I want instant results

Just put it in the FAQ so that it'll stay there after the announcement expires.
