Yes, fill the 5 gallon tank up and pour some of it into the 3 gallon one.
This gives you

Empty the 3 gallon container.
[0] [2]
Put the 2 into the 3.
[2] [0]
Fill the 5.
[2] [5]
Pour the 5 into the 3.
[3] [4]
Emtpy the 3 and there you have it, a 4 gallon measurement.

Ugh, I hated that puzzle... I ended up poisioning the thing and pissing off the fish-people.
This was from die hard 3. Bruce and sam had to do a puzzle almost exactly like this to stop a bomb.

Actually, it's a puzzle from quite a few areas. I have a "Childcraft" puzzles book created in the 1980s, and in the Brain busters section is where this puzzle is located. I'm sure it was created in medieval times, as they had limited entertainment.

The son of a rich bullion merchant left home on the death of his father. All he had with him was a gold chain that consisted of 132 links. He rented a place in the city center with a shop at the lower level and an apartment at the upper level. He was required to pay every week one link of the gold chain as rent for the place.
The landlady told him that she wanted one link of the gold chain at the end of one week, two gold links at the end of two weeks, three gold links at the end of three weeks and so on.
The son realized that he had to cut the links of the gold chain to pay the weekly rent. If the son wished to rent the place for 132 weeks, what would be the minimum number of links he would need to cut?
He wouldn't be able to, when he moved in he'd have to pay first and last weeks rent, which would make him in owe of 133 links. The necklace only has 132.
Erm, he'd have to cut every link to make enough.
The answer can't be anything other than 132.
