No, it means you can buy drugs. as long as you have under the allowed limit, they won't arrest you. They probably won't question how you got either.

How else would you get the drugs without first buying it? They have to realize that if people start possesing drugs then they have to have gotten it from an illegal transaction.

not that easy. if you get caught on growing that you will get a big sentance, if you get caugh illegaly buying, the sentance will probably be not that big.

Maybe he didn't realize that growing and then producing things is a bit harder. Coca plants are a bit hard to grow. And producing cocaine seems to be a lot harder.
Isn't that the reason why people have dealers? So they don't have to go through all that trouble of learning about drug manufacturing/cultivating... Blah blah blah...
