It seems that none of the javascripts in the shoutbox are working. In this Web Developer extension, the javascript log displays the following after attempting to shout in the shoutbox from the SB page.
I don't know if the above quote is even helpful or that's just common, but the shoutbox isn't working. It works from any normal page where it's at the bottom, but just not at the actual page.
Oh, and after clicking 'shout' in the shoutbox page, it results in just refreshing the shoutbox, but an even MORE broken shoutbox after. None of the buttons will work. After clicking 'shout' a javascript error is added to the log:

Isn't Javascript disabled though? I've heard it's a security issue...

Javascript is disabled for users. A lot of things on SeN use Javascript, like the menu.
I see no problem with the shoutbox, it could be cause by the same problem that occurs to what you posted on Latova, MrrLL.

No, Internet Explorer has been broken when the shoutbox worked. I used to shout from the shoutbox page like a month or so ago and my IE was still broken. Are you sure you tested it from the main shoutbox page?
