It really depends on what you're doing. Here are the ones I've used:
All mods require: WinMPQ (not required, but useful: Get the listfile for the MPQs here; refer to this tutorial (ignore UED77's listfile) for how to use it)
Mods without a Memgraft executable require (also required to run mods without Memgraft executable/self-extracting MPQ): MPQDraft
To run mods that use Memgraft (if you're not downgraded already): SCDowngrader

I find Stargraft easier to use than IceCC, but that's just me.

What? Stargraft and IceCC have nothing to do with eachother. Stargraft edits buttons and stuff like that, IceCC edits iscript.bin (animations).

You have IceCC in intermediate and Stargraft in advanced, and I find it easier to use Stargraft than IceCC (although they can intermingle)

Oooh I see what you mean. My categories aren't set up for difficulty, more that Stargraft might be required in a more complex mod than one that might require IceCC without Stargraft/Memgraft.
