Its an IP address that changes. Like say one day you have one IP address and the next day you have another. The alternative is a Static IP address witch is one that doesn't change lol. I think yoshi has something special he can do against people with a dynamic IP address. Like call ther ISP and have them banned from the site. Besides he would have to keep making new accounts each time (this has email conformation doesn't it?)

He has dynamic IP but he can be banned. Ban his accounts and require an admins validation of account before admittance.

That would require us to know what acount he was going to create. If he returned he would more than likely create a new acount.
