there are many, many forms of virtual HP out there. but i remember testing this and i do believe there was still unit lag.

The secs change from unit to unit. Like the seconds wouldnt be the same for a zelot and a marine.
I figured out what a couple of them have to be at... but im to lazy to post them all. Just to trial and error.

is that the actual trigger you have or is it just a simplified version? i used a similiar method, but using death counts instead.

add 1 to DC

DC is at least 3(3 D is the cutoff point, any less will result in unit lag)
player brings 0 hero to '1x1'
set DC to 0
center '1x1' on hero
move all virtual hp unit to '1x1'
preserve
the above method is the one i prefer. it prevents unit lag and requires minimal recentering due to requiring the hero be out of the location before it is recentered on him.
