Learn php, MySQL, some scripts, probably perl and C, C++ and some more things. If you still need help, then ask here.

Don't ask me, I know nothing, I'm just saying things that you should know if you want to make anti-hacks. But still you didn't tell us for what you want to make them. Like for games, websites or what?

I would guess to make an anti-hack program you would make it like any other program.
Knowlage of hacking laguages wouldnt hurt either. ie Python

You can't make an antihacking program unless you want to hack into the hacker's computer and deleted it.

It's kind of... impossible to make a perfect anti-hack program. When hacking, hackers look deep into the program to find out all you need to know and then manipulate it to suit they're needs. Usually they find the password for an account or something and steal an account, or manipulate the program, like people hack in Starcraft (usually through the use of a hacking program).
You can make it difficult or detect hacking, but other then that, I don't think any programming language can help.

When you are making an anti-hack program, you want to know what the effects of the hack you are trying to counter are (for example, corrupting replays [thats what penguin plug looks for]).
