1) Is Archon Warp hard-coded not only to the High Templar but to the Protoss race?

2) Is there any way to make a unit other than a Drone build buildings in the Zerg fashion? I tried changing the build order requirements and having a different unit use the "Create building (Zerg)" command, but it didn't seem to work.

No, I didn't. Is that necessary?

EDIT: Is Recall hardcoded to the Arbiter? It seems to be.
