I know i must be like the 60th person to say this but for what ive seen the question hasnt been answered.
So let me skip to the point..
I am sure i have followed all 11 steps of the SCV mod correctly.
But i have probably made a mistake that i cant seem to find..
Any suggestions..?

lol, good job! It's difficult to be more vague 
What happens? Does it crash? Does nothing happen when you click on the SCV buttons? Details!
Make sure you run the right patch of StarCraft (if you use 1.13e MemGraft, make sure you run 1.13e StarCraft)

nothing happens altogether. And i used the correct units.dat and not the default version. but i followed all the steps correctly and nothing changed on the scv it was still the same as it used to be as if.. its ignoring my version of the scv.
the programs i use are:
WinMPQ
MPQDraft101
Arsenal III
And DatEdit (the reason why i dled datedit was because i heard arsenal 3 sucked lol

i suggest just one , post ur source files or give link
that rather good and faster more than just continue doing Question and answer
till solved ur problem

Well if u don't know about SC modding very well
MPQ file would be more useful
but if u don't want attach with heavy
just attach ur worked files related for ur mod directly
such as units.dat, weapons.dat, images.dat ...other else
and grp files or scirpts files
just related files which edited files by ur hand

i think we should add into the "make new post" form, a huge link saying:
HAVE YOU SEARCHED FOR IT YET?
if you already have then i apologize for that. (although the admins might want to consider it)

The tutorial is flawless. There is nothing wrong with it. It will make your scv do exactly what it says it will. Any problem with the tutorial is merely human error, or one of your programs is not working properly.
