I changed the cursor\arrow.grp file and it the changed the arrow the the actual game but not in the menus and stuff. Is there another .grp file i have to change? and if so what is is?

You can only change the Arrow for in the game.

Of course you can. Do you think Starcraft is going to generate the cursor on the spot? There's some graphic file somewhere, but I can't tell you where it is.

You can change all of the cursors, not just in game but on menus too.
You will find the cursors on glue\pal (mm, nl, pd, pv, rp, rt, rz, td, tv, zd, zv)\arrow.grp
That's basically it.. i got no more arrow.grps others then that.. or perhaps i missed some

the cursor in the menus is from your control panel -> mouse -> cursor tab
