I'm pretty sure that it's hardcoded to launch a Nuke... although I suppose you could try changing "Nuke has been Trained" to "Always" in the Ghost's button set.

It may work but I don't think it will, because the nuke animation involves the nuke "taking off" from a previously-loaded silo.
