i have/had arrsanel 3 didnt understand it, guess i needed more programs, my question is, what programs do i need to start my own mod????

And BTW, don't use Arsenal III. Use DatEdit.

For a basic mod you need:
DatEdit>WinMPQ>MPQDraft

If you want to go into normal mods, you'll need:
DatEdit>IceCC>WinMPQ>MPQDraft

If you want a advanced mod, you'll need: (note: you don't need to use all of these, some are optional)
DatEdit>TBLPad>RetroGRP>LoEdit>IceCC>SCAIEdit>WinMPQ>MPQDraft>Memgraft (or firegraft when it replaces it)

What you don't need for anything, unless you want to add some extra features/effects:
BinEdit, GameTemplate (blizzard's .got editor), GotEdit (for adding triggers to .got files), SpaceEdit
