I have been asked and seen people asking how to create this kind of graphics.
Now i'm posting this as a reply for them
I have made just for you this Personal Resource Which you can use freely for all your needs
Requirements:
+WinMPQ
+RetroGRP
+MS Paint
Note: This tutorial will be kept to Paint only graphics, no other image editor will be used.
This is our objective:
Step 1 - Finding out similarities
First of all pick buildings that are somehow or have some parts similar to other buildings.
Step 2 - The part you all know
+First of all Open WinMPQ and open an MPQ, either BrooDat or StarDat.
+Extract the buildings you want, let's work with Control Tower, Academy, And Supply Depot.
+Write the BMPs for later use
Step 3 - The Basics, How do I start?
+Open the first frame of the building in one single window.
+Set the background and the Normal color to Black.
+Set the Cut tool background to behind the image.
Step 4 - Erasing parts we don't need
Hint: You can zoom in to the building so it's easy to erase.
+Since we know what we will do, In case you didn't notice we are using the control tower to mix it with the bottom corner of the academy where it can "blend"
And the Supply depot is for something extra.
+Some parts will make the building look bad so we will just erase them (it is important for you to have an idea of what you are doing if you don't, you won't know what to edit)
We'll take this parts away from academy
Control tower....
And we will keep this part from supply depot...
Step 5 - Putting it all together
+I repeat is is important for you to imagine what you're doing, in this case we already got the parts and we will just put them together
Step 6 - The End
+If there are some borders or small shadows remove them.
And there you have your first custom building.
This Resource Could be useful when you need something, i dissarmed possible functional parts of buildings just like i did with that circle on the supply depot, so they are easy to use.

it's Good example for starters who no skilled in Advanced tools
But i still not suggest MSpaint just get any Good Freeware image editors
just search with keyword "Free image editor" in Google
MSpaint really have not good toolset for transition pictures

Well, as you said this is for starters.. i doubt that even a 10% of sen population does not have MS Paint.
But just imagine, you cannot start level 5 without passing through 1,2,3,4 right?
So if they can't even use MS Pain will they be able to use a more complex program like photoshop? anyways...
I made this for people that was asking how to do it, and that's all i do, great for starting the universe of graphics editing

it's not about wat is absoluteness right
as u said and i said it's good example for starter
and my saying wasn't wat they shouldn't use MSpaint
besides, ur example could follow steps with anything tools
irrespective of Tools even though pplz aresn't use MSpaint
that's why wat i said that's good example and wat i suggest other soloution
anyhow my suggestion really based on facts
if they use just other Good Free image editor or something other
which having more toolset than MSpaint
they will creat more quickly and try more effect as well more MSpaint work

if just suuport diversity tools and menu in editor
that just enough such as line tools and many pixel brush and just transition menu
and if support layer funtion that's better
that's it enough basically
