Exactly how do you make your mod to play for only certain SC Versions? Like 1.14, 1.12b, etc.?

EXE Editing (aka editing hardcoded stuff, most people use memgraft or stargraft for this)

...Open memgraft, change the patch_rt name in the Misc tab, saving release (save it as mgpatch), make a copy of the patch_rt file in your starcraft folder, renaming it to what you changed it to, load the new exe memgraft file made (in the folder you saved the release file in), open the copied mpq and deleate the files you replaced, then put your edited files in it.

Here's a tutorial on how to use *Graft. As said, any starcraft.exe editing makes a mod version dependent, and you make those .exe changes in StarGraft / MemGraft / FireGraft. The tutorial above shows you what you need to get started.
