Soooo many problems arise when you try to form a council like this. Lets pretend the council is say; Mp)Marine, Mp)MiniGameEast, Mp)Lyon, Mp)Devlin the following problem will definately arise in a different form.
Mp)MiniGameEast: I think we should expand to europe.
Mp)Marine: I think we should recruit more people on east and west first.
Mp)Lyon: Shocko stop eating that worm

Mp)Marine: This is BS your a corrupt leader, im going to overthrow you.
Mp)Lyon: *licks shocko's cheek*

Basically the story is, one of you will eventually see that another leader is unjust, in the way he/she decides to do what he/she wants, without confronting you, or just ignores what you say.
Then you do the democratic vote you say? ok lets see the flaws in that.

[No] - 25%
Well seeing as the majority says yes, you would want to take him out of his position right, well thats not going to be easy because Mp)MiniGameEast has Ops and the Leader CP so he can just ban you and think nothing of it.
How about another poll scenario?
Poll: Should we move to Europe?
[Yes] - 60%
[No] - 40%
Now since the statistic says; Yes is the majority so your going to go with that, even if 40% of your clan says No its a bad idea, well then your going to have 40% of your clan moaning that either you don't listen to them or that Moving to Europe killed the clan.
In conclusion its not going to work in my opinion, find something else, be truthful to your members, your just forming a republic to make them feel like they have a say when really its just the council who call the shots.
