Yes, they should be told. It would show all the troublemakers not to trouble make or go over the limit.
Well im sure from your post saying that you arn't going to take **** anymore from anybody, they should already know that they are skating on thin ice, showing to the public that they got banned or suspended is a waste of time and energy and will make no example to anybody.
However in terms of banning people that did actual harm to the site such as the hacker, then you should deffinately post it up because it is news that may of affected a number of people.
It would also stop *most* of the questions that go along the lines of "why did so and so get banned?"

if you tell us who got banned then we will watch over people that try to make a 2nd account and get them banned also

I can't think for any reasons why not to notify the public unless you just don't want to do the extra work.
I'm up for public hangings. We could have a pinned topic in like FAQ and Regulations called Banned members. It could have a list of those banned and why.
Great idea dumbducky seriously. It could be a FAQ titles "Banned Members" for Frequently Asked Questions of why people were banned. Only problem is if the Administration is willing to go to the trouble of doing that.
That idea is perfect. It would show examples of things that you shouldn't do unless you have a ban wish.
