I want to be able to place neutral building, build "square per square", build small or large ramp from anyside, but I don't know which editor does this for me. I have download one it seems rather bugged, it has 5 mode but i'm unable to switch mode it's stuck.

The editor your talking about is Xtra. Each mode does different things.

I might as well post that link. If you want to make square tiles as you said use SCMdraft2 or Starforge. They also have player 12 options.
Also how can you be stuck on one editor? Close the first one then open another.
Or reinstall it.
To the other terrain stuff you have to well customize them.

No, not X-tra...
SCMDraft or StarForge is what you are looking for. I suggest SCMDraft because it has proper isom terrain.

X-tra is the one with 5 modes.
Base mode,Classic mode, Special mode,P-12 mode and Alternative.
The other editors do the square,isom and stuff.
Also I forgot to post this link http://www.staredit.net/index.php?showforum=63 but thats were you can ask for more advice on terrain and the tutorials have lots on it.

Okay neutral buildings belong to Player 12. So when you're placing units on your map, be sure to give all the "neutral" buildings to Player 12.
Square terrain can be done with either SCM Draft or StarForge. I would suggest SCM Draft, though.
You can use the basic ramps that are called "Doodads." But if you want to make them larger or place them on any side, you'd need to do that manually with the square terrain - and it takes a lot of expertise to get that right, so don't just jump into map making hoping to pull this one off really quickly.
