Here is how you make them smaller:

Go to File > Properties > Convert Now

(You'll have to have a .wav file already loaded)

Try making it 12000 kHz 16bit mono (2x the size for stereo just isn't worth it).
With more bass you need more kHz (or whatever you dorks call it) to keep the quality. With low quality sound but heavy bass your sound will sound horrible.
Never make anything above 24000 kHz, as that sounds nearly as good as anything above it. It HAS to be 16bit mono/stereo for StarEdit to compress. I always use highest compression and I still don't notice much difference in quality. Now if I was making a single player map (does anyone do that?), I'd probably go wild and have 48000 kHz 16bit Stereo sound with no compression. Why? Because I have 240 GB of hard drive space. Plus, I won't have to download it. On Battle.net, it is a different story. The max upload speed of my cable is only something like 30k/sec (although I can download at up to 500k/sec, bless Comcast for 3mb/sec cable). If you have something like 10 minutes of music at highest quality with NO compression in .wav format you'd be easily looking at a 100MB + map. The average map is less than 1/2 a MB, which for a 56ker would still take a minute or two. Once I tried uploading a 3.5mb map from my dad's 56k and it took me the better part of half an hour. NOT COOL! Oh yeah, if you're thinking of adding more than like a minute of music, wait until the end to load up all the music. It helps a lot when testing your map (It's nicer to download a 450k file 20 times instead of a 4mb file 20 times).

Even 450mb is a bit too much for most people to wait... 200 is probably the most people can take without getting pissed off.... 4mb maps? I highly doubt people would wait for those... (I would if it's really good).

450kb you mean.

450kb is still quite large, but for a good map it isn't much at all. Unless your trying to get everyone on battle.net to play it, then what Nozomu said is exactly right.
