Wait(1000) = 1 second
Wait(x) = the amount of time it takes for a hallucinated unit to lose 1 energy
What does x equal?
Unfortunately, you won't be able to get a straight answer for that. Hallucination energy deprivation varies with game speed, whereas wait times don't.
For fastest game speed, you could always set up a little test run where you start constantly add to a death counter (with hyper triggers) at the creation of a halo and it stops adding once you build a unit, and then build that unit once the halo disappears. Then, just convert, with 11.8 deaths = 1 second. And then divide by the total halo energy the unit gets, and viola.
Your above test sounds slightly messy.
Anyway, I'm only interested in the answer for fastest game speed. Anyone have it?
There's a good chance that no one does. If you want to to be less messy, you can always try a stopwatch.
Somewhere between 250 and 350 would be my best guess.

How is this information useful?
Also, it is possible that no such number exists. The Wait action isn't precise to the time you enter. If you use "100", it will not wait exactly 100ms.
I guess I'll just guess and check until I stumble upon it.
i gather u want to know so can can have a trigger that when the halucation is gone it will remake it, so id say just make a trig to set its energy to 0% and it will stay there... i think
What would you gain from energy = 0%? And hallu energy is not equivalent to normal energy; thus it is not accessible via "modify unit energy".
