I place Gas tanks, Mineral chunks and Gas orbs illegally, and when I run the map, it says that they cannot be placed, yet usual powerup sprites can.
I saw Gas orb and Gas tank sprites being illegally placed in Fith Station. So how to do it so SC allows them to be placed?

I presume you use Draft. Unit sprites are actual units in a sprite form, thats why you can't illegally place them. The thing you are looking for is Sprites > Special. 
Or if you want to illegally place a marine go to Sprites > Units
Or if you want to illegally place a marine go to Sprites > Units
