If your solution to a terrain problem does not pertain to
terrain, ie, "Cover it up with a sprite!", then it'd be better just to keep it out of terrain.
Tuxedo, you can blend the low platform to the normal platform in the backwards ramp manner, but it's not really a "ramp".
This is the best I could do with the sparse (and mainly useless) doodads supplied on the low platform:
