You can resize just about anything. That is to say, the selected area, the layer, the image, the selection itself, etc. This is usually done through the 'scale' tool under layer, image or tools->transform (depending on what you want to resize). As for blending, again I'm not sure exactly what you mean by 'blending'. Do you want to put one thing over another thing and then reduce its opacity or something like that?

Well i downloaded this render or brush of shadow colors then i inserted a picture into it and it wouldn't let me resize the pic to the shadows and make it fit the whole screen. Sorry i wasn't very clear posting last night
