i create the units, and then i say
"set unit to junk yard (roam around) at location 1"
but they just sit there, if i put perserve trigger then they wobble around, and yes, they are computers

Does the Computer own the trigger?
yae its owned by a computer
Is there enough room for them to move around?
Are they at Location 1? And you dont' need preserve trigger. Make sure you haven't changed any of the elevation checkboxes for Location 1
You should check the elevation for the location, also, check if the locations is on the units... you may want to check your forces and player settings (my starforge turns all players green and turns player 8 and player 2's race to Inactive by default) check if the computer has a start location so triggers will work, andabove all, check if the units are even moveable... Larvae work fine, they just have to start on creep.
In my ex-RPG i did this:
Conditions
-Always
Actions
-Patrol from Location X to X (X is the same location)
-Preserve trigger
This way they wont be roaming they will patrol and if you get close they wil follow you and attack.
Patrol is more agresive than junkyard dog.

ive always used junkyard dog but that patrol idea is pretty cool i wonder if it would work even more aggressively if u used hypertriggers in addition to preserving...
It seems I had the player that I wanted to roam was nuetral -.-, I totaly forgot

I prefer to use my idea. The units move basicly the same way, but if you get in their sight of range they move and attack you instead of passing by you like in junkyard dog. Junkyard Dog units will patrol but attack only if you get in their range of attack.
