I would like to know if there is some way to configure power-ups so they cannot be picked up and if there is a found way to make an scv repair?

I guess there is an AI script for making the SCV appear, try it out. If you can't find one, try to see if you can find something in one of the single player missions.

Woah. Is this effect permanent? Such as, the trigger runs once and it never becomes acquirable?

Junkyard dog AI script doesn't need a preserve trigger so it appears to be permanent.

my guess is people just screw around with trigs untill they find something realy awsome, lol

like with my unattackble turret tut. I found that if you rune AI junkyard dog over a gun floor turret that it will apear to be underground at all times, but it will still attack but other pepole cant attack it. But with a floor missel turret it looks like its always up, but same effect, will attack, but cant be attacked. Its fairly funny.
