yes, you can...But it would mean to take away the money and time to building.
What i'm saying is, the more Money and Time it takes to Build the building, that will add to how much money and time it is to Repair the building
He got it, just set build cost to 0 and built time to 0.
Errr... set the build time to 1, otherwise it'll crash.
Actually, build time 0 is possible, you just have to put 8739 as the time, and it will be 0 build time. Weird, but it works.
If you aren't building the units then I'm pretty sure a buildtime of 0 works. So if you set it to 0 it won't crash if you are just repairing.
(Oh, and that 8739, that's just x-tra's version of 0)

Upgrades can be set to zero by putting a certain very high number in the feild. Units and buildings cannot be set to 0 build time and built, or they will crash. I think setting build time to 1 in SCMDraft would be just fine, since most players will not be able to distinguish the 1/15 of a second build time. However, when building units or buildings with such short times, they tend to appear heavily damaged.
They only crash when you build them. He is talking about repairs. I'm pretty sure that if you set the build time to 0 and repair a building it won't crash, only if you build it. And you can set upgrades to 0 in SCM Draft2 by simply putting in 0.

Well, Who's going to notice 1/15th of a second anyhow? It's better to leave it risk free.
The human eye sees anything faster than 24hz as smooth motion. Many video game screens show at 30hz. Tell me if you see your computer blinking right now. It's too fast. 15hz is fine. If you're looking to see the repair go up, don't blink, or I guess find a mouse that can be clicked twice so fast that you can't even see your finger move.
