I would like to speed up ONE unit. Not all of the units on the map either or all the player's units. I want a single unit to speed up his walking process, not his firing rate if it can be helped. Is there any way this can be done?

i only know how to slow down a single unit. however you could use that and when you want it to "speed up" just remove the triggers.

use hyper triggers to move the location on the unit, then move a burrowed zerg to that location.

It slows them down considerably, slower than ensnare ohmy.gif

If the unit has a speed upgrade use the hero of that unit

That's the closest you can get without really altering gameplay.

Otherwise you'd have to do something really obscure like use a Queen to designate "Feet" and have your actual unit move to "Feet" every time they're a few grids apart.
