ok im using hyper triggers and this is what i have.

Condition:
Player 1

Action:
Creat 1 -Unit- at X for player 2. Apply properties (burrowed)
remove 1 -unit- at X For player 2
Preserve Trigger

(i have hyper triggers)
(player 2 is neutral)
(it creates and leaves a trail of burrowed Units behind it...)
(i do have center Location)

Maybe use
Remove all -unit- for Player 2 instead? or will that affect your map in another way?

The only problem I can see is that maybe the player being neutral is causing it. Make it a computer and make players set alliance status to ally with it and make it set the players to ally status.

Wait... Isn't it moving burrowed units there, not creating/deleteing them?

Yes if you create a unit burrowed not only are you causing more lag but the unit is placed beside your ground unit (not under it). The burrowed unit must be placed under it in order to have the unit slow down.

No, just Preplace it burrowed on the map and use the Move (teliport) action to constantly move it instead of creating and removeing it.

I belive the map tricks archive has a section on slowing units down.
