Use 2 players. The first player is one with cloaking researched. Then using triggers give that ghost to the player without cloaking. To my understanding all abilities are transfered over.

That will work if you are using different units (IE Stukov/Duran) or they will always be in the same area, otherwise you won't be able to tell which unit to set to 100% energy. Go with Bolt's suggestion.
