I know i didnt explain it that well in the Title but heres an explination
I want to make some wav songs that are 5 min and break them down into a bunch of wavs that are only 1 second long...

It can be done, but the question is "Can it be done by a program? If yes, where can I get it?".

....can't you just use Sound Recorder and use the "delete after current position" and "delete before current position" options to cut some parts out?

That'll take hours, if not, days. The guy's looking for something fast and easy. Actually... I think I need something like it too.
