Being new doesn't give you a reason to not read the rules and respect others (since spam does bother everyone).
So no, you can't get it down. Doesn't change anything either, just don't repeat what you do. It's there to remind you of your errors
The only possibilities I see of your warn level being decreased is if you're a good boy for a long time.
