He means extended terrain.

It's not actually 3D, you just go to Starforge and click on the tile palette(The one with all the different square tiles). Then you start placong them in such an order that it looks like it rises from the surface far beyond the normal limitations of SC but it really is flat.

I suggest you look at some extended terrain pictures and try and copy those.
BTW: You only need Starforge or ScmDraft.

Here's the Topic on extended Terrain.

Here's a small Tutorial on making the Building you just posted.

-Open Starfore and put the asphalt terrain first.
-Then Open the Tile Palette(I forgot where it was, but it should be the one with a whole heck of a lot of different square tiles).
-Start looking for that grrenish tile that has the windows and start putting them in exactly as they are in the picture.
-Continue this with every tile until you reach the roof.
-You're done.

As you may have figured out this dosen't require any fancy editing or stuff, it only requires careful placement of the tiles. The building that you are seeing is actually flat in the SC engine but it appears to be 3d to your eyes. The idea of this is to trick your eyes that there is more than just flat terrain.

I suggest you start copying the terrain in the topic I linked to and then you will get the hang of it to start making your own terrain.

Yoshi has a new file, if you havent seen it, it is retivley new. It's step by step on how to make 3d terrian. Its very helpful and easy to understand.

I suggest only one thing to you though. Close all programs that can make random sounds because you must turn it up loud to hear yoshis file. I was imed during aim and it scared me and my little sister so it didnt end well.

Hope it helps,
