Alright, heres how it works. You must be a global mod or admin to do this.
Go into My Controls -> (near the bottom) Member Look-up Tool -> (find the user) -> Edit Member -> Set "can be uber" to Yes and Map making skill to Uber -> hit submit
What this does, is sets up that users account so they can choose to be uber or not.
