1. There might be a better, more efficent way, but you could have a burrowed ling constantly being moved under him (if there is only one ling per player).
P: Player X
C: Always
A: Move Location LingX on Ling owned by player X at anywhere
A: Move 1 ling owned by player 8 to LingX
A: Preserve Trigger
One trigger for each player. Player 8 is a neutral computer. Make sure all lings are set to invincible. You'll need to use hyper triggers.
2. Place the building. Right click on it and open it's properties. Select "in transit".
TO make #1 crystal clear, you move ten to twent burrowed zerglings right under the unit.

Place the building in staredit...and select the building. Then right click and check "In Transit" and it will float! You can also use the create unit with properties trigger and create it "in transit"
NOTE: When in transit...the building goes to another level not ground..air..just in case you need to make it so that when you liift up a building it'll get transproted to the ground automatically

Ok I just remembered the other questions I had.

Two units are at a place and after like 3000 milliseconds they get moved to a different place, location A and B and the units are A marine and B hydralisk and make enough space they cant attack each other and they cant move. Along with them I want a computer ghost(2-3) and he is using a nuke. I say 2 or 3 'cause I don't know how much damage a nuke does and the Marine has about 7900 and the hydra has about 8400 hp. Along with the marine and hydra dieing I want the ghost guys getting killed.

Instant ups, use 8739 for the time and it will be 0
weird letters can be gotten from goggle or microsoft word (insert -> symbol)
for the nuke, just use a wait or a death counter to wait before moving the units. then using ai script, BW Terran 2 - A (Fill silos with Nuke (Type 1))
or
BW Terran 2 - B (Fill silos with Nuke (Type 2))
and use the script AI Nuke Here on the location and the comp will nuke there.
make sure the comp has a ghost ;\
and make the ghost not invicible?

It wasnt instant but was faster. Do I maybe have to put in the number for both factor and base
I have another question, how would I make the armor and weapons 1 gas and 0 ore. For example: the terran infantry armor I want it to be 0 gas and 1 ore needed and stay like that forever.
If your using windows XP, to get synbols just go to:
start > all programs > accesories > system tools > character map
enjoy all the crazy ass symbols (remember not all of these work on starcraft)

To change upgrade costs, I think you go to where you go for the time. Below that are the options for minerals and gas costs. Just change those costs to what you want.
For instant upgrades set base time as 8739 and factor at 8739 as well. Factor is how much it changes between upgrades, and 0 isnt allowed as this number either. Simple enough to do.
A nuke does 5000 damage to units it hits "head-on." The farther a unit is away from it, it does less damage, in 3 different categories. 5000 in main, 2500 in second, 1250 in outer.
For the costs, you are allowed to set a factor of 0, this will keep the costs at the base forever.
I thought a nuke did 500 at first, why it takes so long to kill cc or nexus or hive.
Last I checked it did 500 damage or a third, whichever was greater. I checked that a long time ago, though.
To create terren buildings in the air, have them created with properties; in transit. Make sure they are over walkable land... otherwise they wont create... you can PLACE them over water though, in extra and set them in transit...
Sorry my fault i put in extra amounts, the correct values are 500, 250, and 125, not 5000, 2500, and 1250 like i stated earlier.
