To find money for kills, there's many, many ways to do it.
First, is the one you said, second, you can have it give minerals, and subtract score, whenever player X has a certain score(i.e., Zergling is 50, so if Player 1 has 50 Kill POINTS(not just Kill Score), then subtract 50, add minerals) which can be extremely buggy, or you can have it so that when P1 has more kills than Computer 1, then it creates a unit for Computer 1, the Computer kills it, and the player gains minerals, and this keeps happening until they're even, and there's another I forgot though.

Okay, I don't know whether you mean tracking kills at location, or merely respawning units, so...
To Respawn Units
Player: Computer
Conditions: Computer brings exactly 0 Enemy to location "Train 1"
Actions: Create 5 enemy at location "Train 1"
Actions: Preserve Trigger
To Track Kills At Location
I'm too lazy to type these triggers out at the moment, so ignore this part.

If you make elevated terrain, then it does place elevated terrain.
You can't see up it if you're on low terrain and are a ground unit, you miss half your shots shooting up there.
To stop players from walking onto it, place a barrier around it.
To make it look like you placed it with Staredit instead of Strarforge/SCMDraft/2, you'll have to find the individual tiles for the cliff wall and place them, which takes a lot of time.
