As seen in Tux's map Mindless Shooters, whenever the defiler burrows it automatically unburrows and reloads the gun. how did he do that? did he modify the location in anyway? is there a trigger that detects burrowing?
No trigger detect burrowing.
Its impossible order burrowe at location but if its computer, rune IA script for the computer and the computer auto burrowing after at least 3 sec.
Use the trigger "order move to location" for unburrow.
if you had played tux's map you would have known what i was talking about. whenever the defiler burrowed, it automatically unburrowed and did a trigger. it wasnt for comps, and you could control the defiler freely.
Detecting burrowing is possible. it requires a small location (less than 1x1) and must constantly be centered on the burrowing unit. Now, try to move a unit on to that location, by starcraft rules, it will move there but since a unit is already at that location, it will not actually be on the location. That means the unit is above ground. If the unit that moves to the location ever touches the location, the burrowing unit will be below ground.

for the location just make it the lowest level it can go (sry i don't remember what it is). I think that it is like low ground or something idk

Have you actually TRIED this?
The three different elevations for Ground are NOT burrowed or unburrowed; they for things like Dirt, High Dirt, and Sunken Ground. A burrowed units is more like a cloaked unit, though they can be stacked.
