The "official" one... not possible, because many required files (e.g. library) are installed with Starcraft.
Best bet is to get some other one, e.g. Starforge, that has its own library.

1. You can't run Staredit without Starcraft
2. Like pcfredz said, try Starforge.

Starforge also requires Starcraft to be installed. There used to be a bug for users who had starcraft installed to a non default folder. I belive it just ask you where your starcraft folder is now first time you run it.

Makes sense, since Starforge is pretty small in size...
