Does anyone know a place/site where I can get a program that allows me to change player colors?

http://www.staredit.net/index.php?dlcategory=12

Enter there and download any of the following to produce your required effect;

SCMDraft 2
http://www.staredit.net/index.php?download=169
StarForge
http://www.staredit.net/index.php?download=166

If it requires other programs, find those on this site and get them to. Look through the Menu's and options and changing the Player colours should be there.

heres a link from (U)Bolt_Head that has all the tricks that map makers need

look at that specific post in the code box at player 19, that has black, but look through for more colors if you need it but i suggest you dont use 19 because that one flashes, use another one and you can change the colors in Starforge like Coko said happy.gif
