Hyper triggers always effect all players, the wait block only effects the players who own them.
Theres no reason to not have hyper triggers effect a player.

Clarification: Yes, there is no way to have Hypers affect some triggers and not others. My suggestion is to have a switch to turn the hypers on and off, so that when you don't want a trigger to be affected, clear the switch and the hypers will stop running (I think; not sure about order of excecution there).
Also, hyper will wait block stack triggers in the player slots they are set into,
if they are not placed last in the order.
