Is there a program that could convert art into something bigger than 128 or something that would allow u to add in a picture like copy paste?

just about any graphics editor doesn this, including MS paint. Don't really get the question, or what it has to do with mapmaking.

Maybe he is talking about those Sexy Pic maps.

Then perhaps he should explain the problem a little more clearly.

hey, if you wanna do that, you can't cover up like parts of the map you aare going to use right? You can't put a picture over the minimap just to hide how the map looks like right?

lol. the picture isnt in the minimap, it is the map. assumeing i understand you correctly. but on the tank map the pic is entirly grass(buildonable tongue.gif). thats cool

Ok let me explain it so that you can understand. In order to do the sexy map or cool pic thing in the machine you need the photo op, but the picture that you put into photo op is only 128x128 therefore if the picture you put into it (copy paste) is 156x210 the picture looks gay. basically you need to find an even picture (good luck) or fix the settings in the photo op but most people here dont know how, i dont even know how. i think you need to e-mail the guy who made the vanguard program personally and ask him.
