trigedit beta has been out for months, its on stormcoast fortress and here in the download DB

If you are talking about in SC, it is where it displays all the text even if "Always Display" is not checked. This helps for players that need subtitles and things.
Otherwise I don't know what you are asking.

I believe when this box isn't checked, the current player won't see the text. (But, I could be wrong.)

Actually I think it has to do with how long it is shown. Its shorter when unchecked.

If 'Always display' is not check you'll only be able to see the text if you have 'subtitles actived' in your options...

Its a feature used in certain campaigns I've played, if you don't activate it like Clokr says you'll not see the writing, mainly used with Transmission.

It was created for the blizzard campaigns, so you could just hear the units talk or read what they say too, activing that option.
