You can do it if you use sprite floor traps for the top layer. It requries a bit of modification, and overall, it's not worth it. It ends up being twice the height of the ground units. I'm going to make the shelves one layer, it's the only sound way to do it.

Not for the top. Here's the trick:
Unit floor traps will stay behind wall traps.
Sprite floor traps will stay over wall traps.
Also you might want to play a bit with the 'Y' coordinate to make it look right. I suggest using SCMDraft2 (because it displays the right frames for the traps) and shift+up/down to move them until you get the right effect ingame.
EDIT:
In my screenshot it goes from left to right:
* A row of wall traps
* A row of sprite floor traps
* A row of unit floor traps
* A row of wall traps
